Mr. Rufus Ferdinand

Deputy Chief of Operations – Border Security, Joint Regional Communications Centre

Mr. Rufus Ferdinand was appointed Deputy Director/Deputy Chief Operations Officer of the Joint Regional Communications Centre (JRCC) a sub agency of CARICOM Implementation Agency for Crime & Security in October of 2010. In this position, he assists the Chief Operations Officer in the daily operations, administration and management of the JRCC and oversees a wide range of operational and administrative functions.

From the commencement of the JRCC’s operations, Mr. Ferdinand has been actively involved in the successful implementation of CARICOM Crime and Security Agenda by ensuring that the Agency’s mandates, goals and objectives are achieved.

Over the years he has been actively involved in the formulation of Operational protocols, procedures and guidelines and continues to liaise with law enforcement agencies across the Region on border security issues and matters of mutual interest.

Mr. Ferdinand holds a Bachelor of Arts Degree in Business Administration and Management from the University of Lincolnshire and Humberside, a Bachelor of Laws (LLB) Degree from the University of Huddersfield and a Master of Laws (LL.M) Degree in Corporate and Commercial Law from the University of the West Indies Cave Hill Campus.
